Antique c1915 WWI Solid Silver Charm of an Unknown Character with Compass Points

An antique WWI solid silver charm of an unknown character. He reminds me of the touch wood charms from the First World War, a ball with facial features and then arms and legs attached. He is holding the compass points above his head and is standing on the letters W.A.N.D. I have never been able to find out what the letters stand for. A very unusual piece with the registration number 648371 which dates to around 1915.

It measures 23mm (15/16ths of an inch) by 11mm (7/16ths of an inch) and weighs 1 gramme. Unmarked but tested as sterling silver and in very good condition just lightly tarnished.
